Rex Matheson

Rex Matheson was a Central Intelligence Agency operations officer who served as the deputy chief of the Counterintelligence Center during the early 21st century. In the aftermath of Miracle Day, he worked with the surviving members of the Torchwood Institute to investigate the phenomenon as part of the Torchwood team.
